2nd meeting on FIATA-OSJD «Combined Transportation Coordination» held in Istanbul

On 11 and 12 July 2018, the 2nd workshop of the enlarged Working Group FIATA / OSJD on Rail Transport was held in Istanbul, Turkey. Delegates of freight forwarders, railway companies and international organizations in rail transport, gathered together to discuss new possibilities on Combined Transport on the Eurasian rail link.

This is the second event co-organized by FIATA and OSJD after signing their cooperation memorandum in 2016. Another great step FIATA MTI Working Group Rail made under the leadership of Dr. Ivan Petrov, Senior Vice President of FIATA. The meeting was hosted by UTIKAD the Turkish Association member of FIATA and attracted more than 60 participants from 18 countries. FIATA Director General Hans Günther Kersten thanked Dr. Petrov, Ms. Zubaida Aspayeva, Chairperson of the OSJD Commission on Freight, FIATA Senior Vice President Turgut Erkeskin and Mr. Cavit Uğur, General Manager of UTIKAD, for their excellent teamwork.

GIFF to Ensure CTN is Scrapped

The Ghana Institute of Freight Forwarders (GIFF), says it will continue to pursue all avenues to ensure that the Cargo Tracking Note (CTN), is scrapped from the clearing process. The Executive Secretary of GIFF, Eddie Akron said this at the third quarter business meeting of the Tema Chamber of Commerce and Industry at Tema.

The meeting aimed at enlightening members on the CTN and the way forward. Mr. Akron said the Customs Division of the Ghana Revenue Authority (GRA), has enough systems in place to do what the CTN system requires. Therefore there is no need for such duplication.

INTERNATIONAL TRADE

New Powers provide Reassurance for British Hauliers for a Smooth EU Exit

New legislation on cross-border haulage has been given Royal Assent (i.e. formal approval by the Queen), marking a significant step in the government’s preparations for exiting the European Union. The Haulage Permits and Trailer Registration Act will ensure that the UK has the powers it needs to support British hauliers to continue operating internationally after exiting the EU.

As a recent White Paper set out, the British government’s overall aim in its negotiations with the EU is to retain reciprocal access for road hauliers. However, it is possible that the future exit deal could require a form of permitting system and the government needs to have legal frameworks in place to introduce a new administrative structure. This act provides the government with this flexibility.

APAC Dialogue on the Implementation of the Cross-Border E-Commerce Framework

The WCO, with the support of the Asia/Pacific Regional Office for Capacity Building (ROCB A/P), the Japanese Customs Cooperation Fund (CCF Japan) and Indian Customs, organized a High-Level ‘Regional Seminar on the Cross-Border E-Commerce Framework of Standards’ for the Asia/Pacific (A/P) Region on 16 and 17 July 2018 in New Delhi, India.

This was the first event organized for the launching of the Framework of Standards on Cross-Border E-Commerce after its adoption by the WCO Council last month.

DHL – ‘Logistics Trend Radar 2018/19’ report launched

The future of logistics depends on four key elements: customer-centricity, sustainability, technology and people, according to DHL’s new ‘Logistics Trend Radar 2018/19’ report, which provides in-depth analysis of 28 significant social, business and technology trends that are set to transform the future of logistics in the next five to ten years.

The report concluded that technology will become widespread in logistics «as the cost-performance-ratio tips for key trends such as Internet of Things and Artificial Intelligence in the next years» while people will continue to remain at the heart of logistics, «even as the trend of robotics and automation as well as software automation will redefine the structure of the logistics workforce in the future.»

Freight rates platform: HMM to offer capacity on NYSHEX

SOUTH Korea’s Hyundai Merchant Marine (HMM) is to start offering rates on the New York Shipping Exchange (NYSHEX) https://www.nyshex.com/en/, becoming the seventh carrier to join the enforceable freight rates platform. Maersk Line, CMA CGM, MOL, Hapag-Lloyd, OOCL and Cosco have been offering rates on the same digital platform.

The platform allows carriers to offer guaranteed slots on specified sailings. Shippers can buy slots for a fixed price, with a derivatives-based system providing compensation if cargos are rolled or the shipper fails to deliver the cargo.

Baltic and International Maritime Council – Data Protection Clauses for BIMCO Contracts released

Personal Data Protection Clauses for BIMCO Standard Contracts SHIPMAN, CREWMAN, SUPPLYTIME and GUARDCON are available now. The clauses have been developed in response to concerns raised by owners, ship and crew managers and operators about the implications of the EU General Data Protection Regulation (GDPR) and similar legislation. They address the need for compliance with data protection legislation including obligations for monitoring and auditing compliance.

Although the clauses are based on the obligations and provisions under, and takes account of the principles set out in, GDPR, parties still need to have suitable data protection policies in place.

IATA Confidence Index Survey Shows Hopeful for Industry

IATA has released the results of its latest «Airline Business Confidence Index» survey, which indicates that industry leaders are still optimistic about continued growth in demand for air freight, but cautious as they come down from the high of last year’s heyday, for a few reasons.

The survey, conducted in early July, queried chief financial officers and heads of cargo on subjects like demand for capacity, trade tensions and increased input costs. The study indicates a «squeeze» felt among cargo carriers that intensified during Q2 2018, resulting in more moderate year-over-year profit margins across regions.

ICAO Secretary General Highlights Progress to Africa’s Aviation Development

ICAO Secretary General Dr. Fang Liu concluded the UN aviation agency’s 2018 ‘AFI Week’ series of events, reaffirming that the continent has now established the necessary partnership and policy foundations to help African States realize the full socio-economic potential of future air transport growth.

IRU – Vietnam is on course to accede to TIR

IRU and Vietnam Customs agree a joint action plan supporting Vietnam’s accession to the TIR Convention. The action plan, agreed in Hanoi, includes a capacity building workshop on TIR for all interested parties from Vietnam among other practical steps.

During the meeting with transport authorities and the private sector, the lack of common guarantee mechanisms in South East Asia was cited as a key stumbling block, which puts the spotlight on TIR as an obvious solution.

IAG Cargo trials UK’s first autonomous airport vehicle

IAG Cargo has completed what is reported to be the first airside trial of a self-driving vehicle at London Heathrow Airport, and among the first worldwide.

In partnership with Oxbotica – an Oxford based company specialising in self-driving software – and London Heathrow Airport, the trial is designed to help the carrier understand how autonomous vehicles could work in an airside environment. The «CargoPod» vehicle spent three and half weeks running autonomously along a cargo route around the airside perimeter. The trial collected over 200km of data that will enable to assess potential opportunities for the use of autonomous vehicles in airport environments of the future.

Cosco’s pre-cyber Attack Efforts Protected Network

Cosco Shipping Lines was able to contain the damage from a cyber attack to its operations in the Americas. Cargo handling at its marine terminals in the United States, Canada, and South America was largely unaffected because Cosco isolated its internal networks across its global operations.

«There is reason to think that Cosco was aware of what happened to Maersk and they took steps to minimize their risk. They didn’t have everything on one server,» said Susan Kohn Ross, a Los Angeles attorney who specializes in cyber security.

Member States Learn of Approaches to Implement SDGs

During a side event held at the ongoing High Level Political Forum (HLPF), countries called on partners to organize a thematic Africa day at the margins of every HLPF to enable countries to articulate and sharpen a common African position. They also called for building awareness and rolling out of tools in support of SDGs and Agenda 2063 implementation, tracking and review.

Themed, «Implementing the Sustainable Development Goals and Agenda 2063: A Sharing of Experiences and the Way Forward Post-Africa Regional Forum for Sustainable Development and Voluntary National Reviews», the side event took place Monday, 16 July 2018, at the Observer Mission of the African Union to the United Nations, in New York.

Zero Emission Vehicle Challenge Launched

Ahead of the Global Climate Action Summit in San Francisco in September, co-chaired by the UN’s top climate change official Patricia Espinosa, states, regions, cities and international businesses groups and other NGOs are urging the rapid adoption of electric vehicles around the world to decarbonize the transport sector.

A new ‘Zero Emission Vehicle (ZEV) Challenge’ has been launched by The Climate Group and C40 Cities to bring global purchasing power for electric and other clean vehicles together. The transport sector is a major source of greenhouse gas emissions, and with emissions form the sector projected to steeply grow under a business as usual scenario, ground-breaking solutions are needed to progress towards climate neutrality.

New US rules on NVOCC service agreements begin in August 2018

US Federal Maritime Commission (FMC) said the key changes to NVOCC negotiated rate arrangements (NRAs) would allow NRAs «to be amended at any time; allow the inclusion of non-rate economic terms; and allow an NVOCC to provide for shipper’s acceptance of the NRA by booking a shipment».

«NVOCC service arrangements (NSAs) will become easier and more attractive to use by removing filing and essential terms requirements.» NSAs can be filed up to 30 days after their effective date, the duration to correct technical data transmission errors is increased to 30 days from 48 hours previously, also the period during which a party can submit a service contract correction request is extended to 180 days from 45 days.
